New amnesty bill to be passed in Georgia until 2013

A new bill on amnesty is to be passed in Georgia until 2013. This is one of the first issues, the parliamentary committee for legal issues intends to discuss as soon as the new parliament of Georgia gathers after the polls held on October 1, 2012.

Consultations over the amnesty are already in progress within the Georgian Dream coalition, which won the parliamentary elections, although it is yet uncertain whom it may refer to.

Representatives of various NGOs are also involved in the discussions. The main points are releasing illegal prisoners, annulling the principle of collection, which implies summing up certain sentences in final analysis and annulling conditional sentences for probationers.

"Part of criminal cases is handled in an unfair way. Keeping this kind of convicts in prisons while all these cases are revised, would again violate their rights. I consider it quite possible to pass a bill on amnesty until 2013", Vakhtang Khmaladze, the candidate for the chairman of the parliamentary committee for legal issues. said.

"The new initiative is quite acceptable as it fully meets legal norms. The point is, which articles, which kind of convicts the amnesty will refer to at the same time considering the existing public security level in order to have it maintained. Moreover, we should consider the conditions that the amnesty should not assist rising the crime level in the country", said Levan Bezhashvili, the member of the United National Movement, the former ruling party which lost the parliamentary elections.
