MIA reports details of videos uploaded on behalf of Taliban
The person, who uploaded videos on behalf of Taliban on youtube.com a few months ago, has been identified and sent to pre-trial detention in absentia. Ministry of Internal Affairs of Georgia made a special statement on the case due to the high public interest to the issue. PR chief Nino Giorgobiani announced at the briefing today that the videos were uploaded by a citizen of Kirgizstan Samar Chokutaev, born in 1989, who works at one of the cellular communication companies in Georgia`s breakaway Abkhazia. Chokutaev has been charged with `release of information harmful for Georgia, which called for committing a terror act, which raises the possibility of committing such crime.
MIA has released a statement on the details of the crime:
`Considering high interest from the society it was decided to make public some of the details of investigation, however disseminated information will be limited owning to the specific character of investigation.
As a result of intensive investigative and operative-technical operations conducted by the Ministry of Internal Affairs one person-the citizen of Kirgizia, Samar Chokutaev -born on March 6 of 1989 was exposed as the perpetrator of the crime. The mentioned person is employed at one of the mobile communications operator companies in Sukhumi.
Criminal prosecution against him is in progress under the article 3301 envisaged by the Criminal Code of Georgia.
Samar Chokutaev was accused for “Publicly disseminating information on encouraging commitment of the terrorist act that creates threat for committing of such crime”.
After having collected conclusive evidences it was established that the accused person-Samar Chokutaev is highly qualified IT specialist and that he had committed the crime on one of the occupied territories of Georgia, in particular:
In June 4, 2013 Samar Chukutaev published video –“ TALIBAN JIHAD AGAINST GEORGIAN TROOPS IN AFGHANISTAN” under the username of Hammad Zaman, which contained threats against Georgian troops deployed in Afganistan and the President of Georgia.
After detailed examination and of the published video and technologies exercised by the detainee while committing the mentioned crime, as well as on the basis of the relevant expertise, it was also established that:
Footage, which was included in the video in order to create the video with the content of threats, was obtained from the internet space, thus video was created by editing the mentioned footage. Author of the video had no need to retrieve files personally or directly from the video archive of the Georgian TV companies.
The crime was committed form the occupied territory of Abkhazia. In order to conceal the traces of crime Samar Chokutaev applied USB internet-modems of Georgian GSM operator companies (Magticom, Jeocell and Mobitel). It is also notable that on a certain part of the Abkhazian territory signal coverage of Georgian GSM operator companies is available. Towers of Georgian mobile communications operator companies which were used by the accused person are located on the territory controlled by the central government of Georgia
In the course of investigation it was also ascertained that from the territory of Abkhazia Samar Chukutaev, accessed internet network of the two Georgian private companies by using encrypted line from the remote server, previously arranged in Malaysia. Thus he managed to publish threatening video from the routers of the private companies, in order to mislead investigation and create the impression as if the crime was committed on territories located near companies. We would also like to remind you that at preliminary phase of investigation Georgian law enforcers located specifically these IP addresses owned by the mentioned companies.
Samar Chakutaev was sentenced to pre-trial detention in absentia in accordance with the decision of the Tbilisi City Court.
At this stage search activities of the accused persons are underway as in Georgia as well as abroad.
Investigation is in progress and society will be informed gradually on the results of investigation by the Ministry of Internal Affairs.
